One of the reasons for political incivlity and failure of consensus is that the average person has a poor background in civics, limited knowledge of government practices and traditions, and lacks involvement and opinion in a broad array of topics. It wasn't always like that in America. In spite of all the new means of communication, people are actually less informed and less involved. Most school curricula devote very little time to civics. He's helping develop school curicula and policy support.
