| Congratulations to PDG Cecil Phillips! Cecil became a Level One Major Donor to Our Rotary Foundation. PDG Cecil has supported Our Foundation for many years. His home club (Texarkana Oaklawn) helped him to achieve this level as a "Thank You" for his many years of service to his community. The club hosted a surprise party to honor him and many Rotarians from the other Texarkana clubs and around the district joined the special celebration.
PDG Cecil has served the Texarkana community for many years. He started an annual Public Officer Appreciation Luncheon that has continued for 29 years. He was also instrumental in establishing the Teacher Appreciation Luncheon which has been held annually for almost twenty years.
