BIOGRAPHY
JOHN E. SHKOR
John Shkor moved to Hilton Head Island in 2003, after a career in the U.S. Coast Guard. During his 35 year career he served as both an operator and as a legal officer. His duties saw him play a role in marine safety and environmental protection, the drug war at sea, Cuban and Haitian mass migration operations, and the Law of the Sea Convention. He served on the staff of then Vice President George Bush and later participated in the establishment of the Office of National Drug Control Policy. He oversaw counterdrug operations in the Caribbean and Eastern Pacific as director of the DoD Joint Interagency task force in Key West, FL. He served twice as Chief Counsel of the Coast Guard and as Commander, Atlantic Area. After leaving the Coast Guard he served as chief operating officer in the nascent Transportation Security Administration.
Vice Admiral Shkor is a graduate of the U.S. Coast Guard Academy (B.S. 1966), the Georgetown University Law School (J.D. 1973), and the Massachusetts Institute of Technology (M.S. Mgmt. 1985). He holds the Defense Superior Service Medal and the Coast Guard Superior Service Medal among others.
He resides on Hilton Head Island with his wife Sheila. They are active in tennis, sailing, and community activities. Sheila has served as grants committee chair and is currently president of The Bargain Box. Vice Admiral Shkor is a member of the Greater Island Council of Hilton Head Island and Bluffton, and is on the board of the Hilton Head Island Institute. They have two adult children.

About Louise Miller Cohen
Louise Miller Cohen is a native of Hilton Head Island and spends her time sharing her Gullah culture with others. She performs at schools, churches, regional festivals, college campuses and makes presentations to charitable and civic organizations including the Kiwanis Club, Rotary Club and the Hilton Head Island/Bluffton Chamber of Commerce. She teaches students at numerous schools within the Beaufort County School System as an artist-in-residence, helping to preserve the Gullah culture through quilting, storytelling, singing, movement and other mediums.
Ms. Cohen has an Associate Degree in Early Childhood Education from the University of South Carolina. She has been featured in numerous newspaper and magazine articles including the Island Packet, Bluffton Today and hasas narrated documentaries including “Remnants of Mitchelville” (2004) In 2003, Ms. Cohen founded the non-profit Gullah Museum of Hilton Head Island and now serves as Director. The museum received the “Honor Award” from the SC Palmetto Trust for its preservation efforts relating to the restoration and preservation of The Little House (Duey’s Home) in 2010.
She chairs the Hilton Head Island Gullah Celebration committees and served on the Hilton Head Island Accommodations Tax Committee for six years. Ms. Cohen currently serves on the Gullah/Geechee Cultural Heritage Corridor Commission, along with close friend, historian and preservationist, Dr. Emory Campbell. She also serves on the Advisory Board of The Mitchelville Project.
Ms. Cohen is the proud mother of four children, grandmother of five, and great-grandmother of one.
